Firefighters and EMS Personnel Protect Our Communities

A Plan to Recruit, Retain, Reward and Respect Pennsylvania’s
Volunteer Firefighters and First Responders
Pennsylvania depends on volunteer firefighters and EMS personnel to protect our communities, especially in rural areas. These men and women sacrifice nights, weekends, and family time to answer the call. We cannot continue taking them for granted.
My plan begins with retention because we cannot out-recruit poor retention. Departments must offer structured mentorship, clear training pathways, flexible opportunities, and welcoming cultures. We should also recognize that volunteers can serve through communications, fundraising, administration, technology, and other support roles. There should be a place for everyone who wants to help.

Pennsylvania should establish recruitment programs and promote volunteer service as a pathway to careers in emergency services, healthcare, and public safety.
To reward and retain volunteers, I would:
Pennsylvania has asked volunteers to do more with fewer people and resources for too long. They are our neighbors, relatives, friends, and coworkers. They risk life and limb while the rest of folks are asleep at home.
Pennsylvania must do more than thank them. We must invest in them.
